Ken, the rudder play seem very excessive. You will need to see what is moving(rudder or shaft), the design does not allow the shaft to move. How far is your rudder below the hull, is the vuadrant on top of the shaft seal or above it. The shaft may go into the cockpit floor for support. Open up the emergency tiller access and inspect the shaft for movement.
