P26 OD - Rebedding stanchions

I want to rebed the stanchions on my '79 P26 OD. The forward and midships stanchion bases straddle the inner liner edge in the cabin, so that the two inboard bolts go through both the deck and liner so are easily accessible, but the outboard bolts go through the deck only and are hidden on the other side of a flexible wooden panel. I removed the panel, but am still having a hard time getting at the bolts because they are inboard of the edge of the liner. You have to reach around the liner edge (there is 3-4 inches between the liner edge and the hull) to get to the bolts, and they extend into a dip just at the liner edge. It looks like one of the previous owners of my boat may have started to rebed a couple of the stanchions (the inboard screws on a couple are different), but ended up filling the stanchion base with caulk. But there must have been some plan for how this maintenance would be done. Does anyone have suggestions for how I can get those outboard bolts out - and then back in again, come to that?
