There are products made explicitly to do this with teak. A few years ago I bought a kit from either West Marine or Boat U. S. The product was made by Star Brite and consisted of a Cleaner, a Brightener (bleach) and Teak Oil. I used it on some deck furniture (which had never been varnished). It did a terrific job.
