Most boats with external keels have a considerable amount of fairing compound around the keel hull joint. This has to be renewed periodically. You checked the keel bolts. Look for signs of cracking of the hull in the bilge and around the keel. If all is ok, refair the joint. Hopefully someone with a newer 33 or 36 can reply with their experience. Good luck.
